Adult education is an important component of the lifelong learning system. At the UNESCO General Conference in 1976, the concept of adult education was defined as encompassing all organized educational processes, content, levels, and methods, regardless of whether a person continues their schooling, develops their abilities and expands their knowledge, or improves their technical or professional qualifications.
In Croatia, the first article of the Adult Education Act defines adult education as a comprehensive learning process for adults intended to realize the right to free personal development, employment readiness (acquisition of qualifications for the first profession, retraining, acquiring and deepening professional knowledge, skills, and abilities), and active citizenship. Adult education in Croatia includes all forms of education for persons over the age of 15. The law stipulates that adult education is based on the principles of lifelong learning; rational use of educational opportunities; territorial proximity and equal access to education for all under equal conditions, in line with their abilities; freedom and autonomy in choosing the methods, content, forms, means, and methods of education; respect for diversity and inclusion; professional and moral responsibility of adult educators; guaranteeing the quality of educational offerings; and respect for the personality and dignity of every participant.
